Halloween Costumes at School 2026: What Parents Think
Key Summary
We surveyed 7,698 Canadian Parent readers to find out whether elementary schools should allow students to wear Halloween costumes to school.
Key findings:
- 59% say yes, students should be allowed to wear Halloween costumes to school.
- 28.9% support costumes, but only with strict guidelines.
- Combined, 87.9% support allowing costumes in some form.
- Just 8.4% say schools should not allow Halloween costumes.
- 3.7% aren’t sure.
Should Elementary Schools Allow Halloween Costumes?
Halloween costumes have long been part of school celebrations, but policies can vary considerably from one school to another. Some schools embrace costumes and classroom celebrations, while others place restrictions on what students can wear or choose not to have students dress up at all.
Our poll suggests most parents still want costumes to have a place in elementary schools.
- 59% (4,538) — Yes
- 28.9% (2,227) — Only if they follow strict guidelines
- 8.4% (650) — No
- 3.7% (283) — I’m not sure
With nearly six in 10 respondents giving an unrestricted “yes,” support for the tradition remains strong among Canadian Parent readers.
Nearly 9 in 10 Support Costumes in Some Form
One of the clearest findings emerges when we look at the two groups that support costumes together.
Parents who answered “yes” and those who answered “only if they follow strict guidelines” represent 87.9% of all respondents.
That means nearly nine in 10 respondents are open to elementary students dressing up for Halloween at school, even if some believe boundaries should be in place.
- 87.9% support costumes either outright or with guidelines.
- 8.4% oppose costumes at school.
- 3.7% remain undecided.
The results suggest the bigger question for many families may not be whether costumes belong at school, but what rules should accompany them.
School Costume Rules Matter to Almost 3 in 10 Parents
While 59% gave an uncomplicated “yes,” a sizeable 28.9% said they would support costumes only if students followed strict guidelines.
For schools, those guidelines can address both practical and safety concerns. Depending on the school, costume policies may address things such as:
- Masks or costumes that obstruct a student’s vision
- Toy or replica weapons
- Excessively violent or frightening costumes
- Costumes that interfere with regular classroom activities
- Clothing or accessories that could create a tripping hazard
- Costumes that could be culturally insensitive or inappropriate for a school environment
This middle group is significant: 2,227 respondents support costumes conditionally rather than opposing them altogether.
Relatively Few Parents Want Costumes Banned
Despite ongoing conversations about how Halloween should be handled in schools, outright opposition was relatively uncommon in our poll.
Only 8.4% of respondents — 650 people — said elementary schools should not allow students to wear Halloween costumes.
Another 3.7% (283 respondents) selected “I’m not sure.”
Together, those groups account for just 12.1% of the total responses, compared with the 87.9% who would allow costumes under at least some circumstances.
Key Insight: The Debate May Be More About Rules Than Costumes
The strongest takeaway from the data is that the question isn’t necessarily as divided as it might appear.
A large majority of respondents support allowing Halloween costumes at elementary schools. Where opinions differ more is around whether schools should put firm boundaries in place.
The data shows:
- A clear majority (59%) supports costumes.
- Another 28.9% supports them conditionally.
- Fewer than one in 10 (8.4%) wants them prohibited.
- Only 3.7% is undecided.
For schools trying to balance Halloween traditions with safety, inclusivity and an appropriate learning environment, clear costume guidelines may offer a compromise that aligns with the views of a substantial portion of parents.
Expert Commentary
“Halloween is one of those school traditions that can create really fun childhood memories, and our results show that most parents don’t want to see it disappear. What stands out is that almost 29% want clear rules in place, suggesting many parents see room for both the tradition and reasonable school guidelines.”
